I am working with php and apache to develop web page and I am using Microsoft Vista and it does not let me to create .thaccess file, when I try to create it gives error and makes it htaccess not .htaccess. is it possible to solve this problem?

htaccess files are no more than text files with the extensions modified.
You, I presume, are trying to create htaccess files within windows to transfer them via FTP? Try transfering via FTP as text files and then name changing on the server ...easy as ;)
